As per title, this is the reason(s) why it happens:
- Your ISP is intentionally throttling Netflix.
- You are using plan (be it prepaid & postpaid) with capped video streaming speeds.
- Your ISP doesn't cap speeds for Ookla Speedtest traffic.
How Netflix is related to Fast.com?
- Fast.com is an service by Netflix that are launched back in 2016
- It's purpose (i think) is for detecting if your ISP has throttled speeds to Netflix servers.
